Members of the bureaucracy could be recruited from all social classes and members were dexterous in Greek classics, philosophy and science. As Byzantium grew, threats increased and they had to sputter off Arab Muslims and Bulgaria which they defeated.

Economically, Byzantium was very stable and had competitive global profession markets. They had a strong agricultural field in the east Mediterranean.
